I AM directed to acknowledge the receipt of Sir Francis Campbell's letter dated the 4th May, on the subject of the recruitment of natives of India for police work in China. It is noted that Sir J. Jordan is in direct communication with the Government of India on the subject, and pending the expression of their views I am to say that as at present advised Mr. Secretary Morley agrees with Sir Edward Grey that it seems inadvisable to extend the power of deportation from China of British Indian subjects. It has no doubt been observed that in their Confidential letter dated the 19th July, 1906, a copy of which was transmitted to your Department with Sir Horace Walpole's letter of the 7th September last, the Government of India deprecated the enforced repatriation from China of natives of India.
